The Demise of the 28-Article Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of opposing developments captured the bleak nature of the outgoing year. By day, negotiation efforts are fought: positive announcements are delivered from multiple capitals. Considerable effort is expended on managing specific proposals. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is able to track projectile deployments from across the border, a ability provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons roared overhead – sophisticated military planes supplied to Ukraine by NATO members.

Moments later, Kyiv's missile defense activated: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, probably delivered by allied countries. Every launch jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to resigned acknowledgment: maybe the approaching threat won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.

Ongoing Risks

Following this, a automatic firearm engaged a drone in the vicinity, part of a defensive team – most likely Western-made equipment. Regrettably, the bullets missed the hostile drone – it pressed on overhead toward its objective.

Periodically, this continued until dawn. Kyiv awoke to the daybreak reports: seven people killed, devastation and infrastructure problems in numerous residences as a result of the night's assault. As always, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's essential dependence on Western support – a need that neighboring countries are clearly incapable to fill in the near term.

Ineffective Peace Efforts

The 28-point plan from American leadership sparked intense emotion, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.

Every new initiative from Washington adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, certainly, persist.

Strategic Calculations

It is convenient to criticize certain parties of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. Washington functions according to a principle familiar among seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The American government assumes that it is unfeasible to pressure the Kremlin to abandon the territory that it already controls in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the situation will not evolve additionally in its favour in the coming year.

Divergent Views

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its supporters are nearing depletion. Their motivation to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's government remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing civilians and areas but averting a complete military breakdown until conditions improve in its favour.

Current Realities

Factually, there are no actual prerequisites for a armistice. Now, subjective factors are coming into play: political desires to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unworkable, so that their priority does not switch to internal issues. And although their mission will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.

These two forces are influencing discussions.

Summary and Prospects

It took a only one week to eliminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, recent disclosures, all did their job.

While new initiatives based on established approaches are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and reflect specific hesitation to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, largely rely on continued Western support.
